Syed Ghulam Shabbir Shah

Mr. Shah has practised as an Advocate since January 2010 and founded the chambers, whose constitutional, civil, criminal and public law practice he continues to lead. His work is reported in over one hundred judgments in the law journals of Pakistan. Constitutional law and statutory interpretation are the centre of his practice: the reading of a provision against the scheme of the statute and the Constitution, and the argument built from it before an appellate or constitutional bench.

He was enrolled as an Advocate of the Supreme Court of Pakistan at the age of thirty-one, among the youngest counsel to be so enrolled. He served as Additional Advocate General, Sindh, for three years, two of them posted at the Supreme Court of Pakistan, and currently serves as Prosecutor General of Sindh, heading the province's criminal prosecution service.

His civil practice is deliberately broad. He appears in suits and appeals concerning title, possession and partition, specific performance and rescission, recovery and banking matters, rent and ejectment, succession, probate and administration of estates, corporate and shareholder disputes, insurance and commercial contracts, and in arbitration and proceedings to set aside or enforce awards. On the public law side he conducts writ petitions, service and disciplinary matters, revenue and tax appeals, procurement challenges and election and local government litigation.

He appears frequently as a legal and constitutional analyst on national television and writes regularly on politico-legal issues in publications across Pakistan.

Irtafa ur Rehman

Mr. Irtafa leads the firm's civil, commercial and regulatory practice, with more than a decade of post-qualification experience gained in private practice and on the bench as a Civil Judge and Judicial Magistrate. That combination gives clients an unusually direct read on how a matter will be received before it is filed.

Alongside his court practice he advises public bodies, utilities and regulated businesses on regulatory design, licensing and compliance, and on legislative and policy drafting, and has worked on the restructuring frameworks of public utilities. That work sits naturally with his litigation: he knows how a regulator reads its statute, and how a court will read the regulator.

His court practice spans constitutional petitions and writ jurisdiction before the High Court of Sindh, statutory interpretation, complex civil and commercial disputes, criminal trials and accountability and anti-terrorism proceedings, public procurement, service law, land and property, banking and recovery, and cross-border succession and enforcement for clients abroad. He appears at every tier, from the District and subordinate courts and special tribunals of Sindh through to the High Court. On the non-contentious side he drafts and negotiates commercial contracts for domestic and international corporates and advises on regulatory compliance.
